Name and surname : Mosala Seelamo

Mosala Seelamo was born on 28th December 1973 at Schweizer Reneke, lpelegeng Location.  He matriculated in 1991 at lpelegeng High school in Schweizer Reneke, lpelegeng, North West Province.

He has completed the following Tertiary qualifications

- BSc degree (Applied Maths, Stats and Operations Research) at University of the North (UNIN,Turfloop) in 1995.

- Postgraduate Diploma Management (Purchasing & Materials) at University of Cape Town (UCT) in 2000.

In science degree, particularly Statistics, he developed analytical and problem-solving skills. In management courses he got an overview of the general management processes considering current trends in the South African context. In Corporate Finance and Commercial Law courses he managed to get an insight into how the finance, accounting, courts and legal entities operate. The university course in Information Systems and his previous part-time job as Student Navigator at UCT, assisting students to search the Internet and use web-based information, is the testimony of his computer proficiency. Through Stats SA Human Capacity Development (HCD), as part of his lifelong training, Mosala has attended the following courses: SAS programming 1; Applied Analytics using SAS; SAS(R) Programming 2: Data Manipulation Techniques; Economic Indicators; Public Relations and Statistics (convened & facilitated by lnWent, Germany); SADC Survey Methods course (convened and facilitated by Westat, USA); Unicentre Service Desk Analyst Operations (Computer Associates, Sunninghill); Change Management (convened and facilitated by Pretoria University), and Urban & Regional Management Analysis ( convened and facilitated by Stellenbosch University). Through these courses his data analysis and research skills were enhanced. 

 

Mosala’s career in the Public Service began in 2002 when he joined Statistics South Africa department as Assistant Statistical Officer. In 2004 he was appointed as Economic Statistician and promoted again in 2007 to be Business Register Analyst. In January 2008 he became the Senior Business Register Analyst. In August 2008 he was appointed Deputy Director: Principal Survey Statistician, the position he holds to date.

 

Mosala also served on the following committees/boards:-

- Stats SA Training Committee member (2013 to July 2015)-involved in Dept. Skills Development Plan,

- Stats SA Internal Transfer and Secondment Committee member (2012 to date),

- Stats SA Bursary Committee member (2013 to 2016),

- Laerskool Kwaggasrand Deputy SGB Chairperson, Chairperson of Disciplinary Committee, SGB member (2016 to 2021). Elected SGB Chairperson (April 2021 to date).

- Member of International Association of Survey Statisticians http://isi-iass.org/, 2008-2009

Cde Mosala joined the PSA Union just few months after his appointment in public service. He has been a PSA member since 2003. He served the PSA in the following capacities:

- Vice Chairperson of the PSA Board of Directors (re-elected uncontested, Sept 2022 to date),

- National Vice Chairperson of the PSA Board of Directors (Sept 2019 to Sept 2022),

- PSA Board's Audit And Risk Committee Chairperson (July 2022 to date),

- PSA Board's Audit And Risk Committee member (September 2019 to date),

- PSA Board's Short Term Insurance Committee member (September 2019 to date),

- PSA Board's Statute Amendment Ad-hoc Committee member, 2021 

- PSA Board's Centenary Organising Committee member, 2020

- NEC member of the workers’ Federation, FEDUSA (March 2020 to date),

- PSA Branch Chairperson of the Statistics South Africa Branch from July 2010 to May 2019.

- PSA Branch Secretary of the Statistics South Africa Branch from July 2006 to July 2010.

As the Shop steward of the Stats SA Branch (Head Office), his PSA activities included but not limited to: 

- Active participation in Departmental Bargaining Chamber (DBC) activities;

- DBC Vice-Chairperson from 2010-2011;

- DBC Pension Redress Task Team: 2010-2012;

- Occupational Health and Safety, OHS (Air Quality} Task Team Chairperson Sept/Oct 2018;

- Represent the PSA in forums where and whenever employer extends invitation to PSA;

- Assist PSA Labour Relation Officers in preparing for arbitration cases of the members;

- Assist the members with internal grievances and complaints;

- Arrange members meetings;

- On-going PSA information distribution (e.g. lnformus) to members through emails;

- Recruit new members. Since he became the chairperson, the PSA Stats SA Branch membership increased from ±750 to 1 300+.  PSA is currently the majority union in the Department.
